POSITION TITLE: City Administrative Clerk
DEPARTMENT: Clerk Administration
REPORTS TO: City Clerk/Treasurer
STATUS: Full-Time, FLSA non-exempt
EFFECTIVE DATE: August 05, 2026
COMPENSATION: 23.35-28.81 /hr (2026 scale)

POSITION SUMMARY
Under the direct supervision of the City Clerk/Treasurer, this position serves as the front desk receptionist and provides customer service, in addition to processing utility bills and assists in receiving payments and issuing receipts. This position also assists the City Clerk/Treasurer in typing and retrieving data for the City Council agenda and other duties for which the City Clerk/Treasurer assigns.

JOB DUTIES OR ESSENTIAL FUNCTIONS
The essential functions of the position include, but are not limited to the following:

  • Provides direct customer service by accepting utility payments; issues receipts of payments e.g. checks, cash, credit cards, directs customers to the appropriate City personnel;
  • Issues animal and burning permits and provides receipt of payment thereof;
  • Monitors burning restrictions;
  • Responsible for handling mail;
  • Assists in the preparation of the agenda packets for Council meetings;
  • Receives and responds to phone calls, answers general questions; transfers calls to the appropriate City personnel;
  • Enters, edits and retrieves data from automated data bases and, prepares spreadsheets and reports if requested;
  • Prepares and maintains various files;
  • Manages the cemetery, website for the cemetery, and computer program for the cemetery, manages the sale of lots and recording thereof and the uploading of deeds;
  • Assists with elections at the directive of the City Clerk/Treasurer;
  • Coordinates with the City campground manager and assist in the oversight of the City campgrounds and the City campground website;
  • Assist in the management of the City’s website and social media under the direction and guidance of the City Clerk/Treasurer;
  • Posts all city council packets and approved minutes to the City’s website as directed by the City Clerk/Treasurer.
  • Processes monthly utility billing statements; communicates with outside agencies providing payments of utility bill for customers; collects and applies utility payment to the appropriate customer’s account; updates changes to account information for utility customers;
  • Prepares a list of unpaid utility bills for submission to the City Clerk/Treasurer for certification of an assessment against the property;
  • Creates work orders for meter changes and readings and edits the changes by using scanner system;
  • Processes online utility payments;
  • Performs other duties as assigned.

This position may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing that data that are necessary to perform the duties. While data are being accessed, this position should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, this position must properly store the not public data.

MINIMUM QUALIFICATIONS
To perform this position successfully, an individual must be able to perform each of the essential functions satisfactorily. The requirements listed below are representative of formal education, experience and training.

Union Status: This position is covered by a collective bargaining agreement (Teamsters Local 346).

 

Compensation

23.35-28.81 per hour
